چکیده
امروزه، استانداردها و معیارهای کیفیت از مهمترین شاخصهای توسعهیافتگی در مبادلات اقتصادی، صنایع غذایی و محصولات کشاورزی بهشمار میروند. باتوجه به اهمیت استانداردهای کشاورزی، در مطالعه حاضر، به بررسی و شناسایی موانع گسترش استانداردسازی محصولات کشاورزی در استان کردستان از دیدگاه کارشناسان پرداخته شد. جامعه آماری مطالعه شامل تمام کارشناسان ادارات کل استاندارد، منابع طبیعی، جهاد کشاورزی، اعضای هیئت علمی و کارشناسان با تخصصهای مرتبط دانشگاههای علوم پزشکی، کردستان و دانشگاه آزاد اسلامی واحد سنندج بود. دادهها از طریق مصاحبه و تکمیل پرسشنامه جمعآوری شد. بهدلیل محدودیت تعداد جامعه آماری (حدود سیصد نفر)، از روش تمامشماری استفاده شد. بر اساس نتایج مدل تحلیل عاملی، موانع موجود فراروی گسترش استانداردسازی محصولات کشاورزی در استان کردستان در هفت گروه (موانع ساختاری و سازمانی، موانع مربوط به بخش خصوصی و رسانههای جمعی، موانع دانشی، موانع نگرشی، موانع اقتصادی، موانع تجارت و بازاریابی، و موانع محیطی) تقسیمبندی شدند. از آنجا که بر اساس نتایج، موانع ساختاری و سازمانی بهعنوان مهمترین موانع گسترش استانداردسازی در استان کردستان عمل کرده و ضعف هماهنگی بین دستگاههای اجرایی و ذیربط در خصوص استاندارد کردن محصولات کشاورزی مهمترین مؤلفه این موانع ساختاری بوده است، هماهنگی بین دستگاههای اجرایی عمومی بهویژه سازمان جهاد کشاورزی، سازمان نظام مهندسی کشاورزی و منابع طبیعی، سازمان دامپزشکی، دانشگاهها و موسسات تحقیقاتی استان با اداره کل استاندارد در خصوص تدوین و اجرای استانداردهای مزرعهای و محصولی در راستای اقتصاد سلامت مهمترین راهبرد توسعه استانداردسازی محصولات کشاورزی در استان کردستان شناسایی شد.

Introduction: Nowadays, standards and quality criteria are among the most important indicators of development in economic transactions, food industries, and agricultural products. Considering the importance of agricultural standards, this study aimed at investigating and identifying the barriers to the expansion of agricultural product standardization in Kurdistan province of Iran from the perspective of experts, focusing on health economics. Materials and Methods: In this study, factor analysis method was employed to analyze the data and variables in order to achieve the objectives of study. The statistical population of the study included experts from Standard Department of Kurdistan Province of Iran (SDKPI), Natural Resources, Agriculture-Jahad Organization as well as faculty members and experts with relevant expertise from University of Kurdistan, Kurdistan University of Medical Sciences and Sanandaj branch of Islamic Azad University. The data were collected through interviews and completion of questionnaires. Due to the limited number of the statistical population (about 300 individuals), a complete enumeration method was used. Results and Discussion: Based on the results obtained from factor analysis, the existing barriers to the expansion of agricultural product standardization in Kurdistan province were classified into seven groups including structural and organizational barriers, barriers related to the private sector and mass media, knowledge barriers, attitudinal barriers, economic barriers, trade and marketingbarriers, and environmental barriers. The results of exploratory factor analysis revealed that these seven factors totallyexplained 55.029 percent of the total variance of the barriers to the expansion of agricultural product standardization in Kurdistan province. Conclusion: The results indicated that structural and organizational barriers played a significant role as the most important barriers to standardization in Kurdistan province, and the lack of coordination among executive and relevant agencies regarding the standardization of agricultural products was the primary component of these structural barriers. The coordination among public executive agencies, particularly the Agriculture-Jahad Organization, the Engineering Organization for Agricultural Systems and Natural Resources, the Veterinary Organization, universities, and research institutions in the province with SDKPI in terms of formulating and implementing field and product standards in line with the health economy was identified as the most important strategy for the development of agricultural product standardization in Kurdistan province.
