| سابقه و هدف: ارزیابی روند مدیریت جنگل‌های فراهیرکانی به شناسایی نقاط ضعف و قوت مدیریت این جنگل‌ها کمک شایانی خواهد کرد. در راستای دستیابی به هدف فوق، بخش اول این نوشتار که در دوره 31 نشریه تحقیقات جنگل و صنوبر ایران به چاپ رسید، روند مدیریت جنگل‌های فراهیرکانی را در پنج بازه زمانی شامل 1) از تشکیلات اولیه تا تشکیل بنگاه جنگل‌ها در سال 1328 شمسی (عدم توجه یا کم‌توجهی)، 2) از تشکیل بنگاه جنگل‌ها تا آغاز دهه 1340 (آغاز توجه و ایجاد نخستین تشکیلات)، 3) از 1340 تا 1351 (شروع مدیریت علمی با تهیه طرح‌های جنگل‌داری)، 4) از 1340 تا 1357 (جنگل‌کاری، احیا و توسعه فضای سبز) و 5) از 1352 تا 1357 (طرح‌های جنگل‌داری قرق و احیا) ارزیابی کرد. در نوشتار پیش‌رو، روند مدیریت این جنگل‌ها در بازه زمانی 1358 تا 1375 بررسی خواهد شد. مواد و روش‌ها: منابع اطلاعاتی مورد استفاده شامل گزارش‌ها، طرح‌های جنگل‌داری تهیه و اجراشده، مطالعه‌های شناسایی و نیمه‌تفصیلی و نیز مشاهده‌ای میدانی و تجربه حضور بیشتر از 30 سال در جنگل‌های فراهیرکانی هستند. پس از پیروزی انقلاب تا سال 1375، انواع روش‌های مدیریتی حاکم بدون آسیب‌شناسی در جنگل‌های فراهیرکانی آزمایش شد، اما در سال 1375 برنامه ضرب‌الاجل برون‌رفت از چالش سوء‌مدیریت جنگل‌های منطقه از سازمان متولی مدیریت این منابع مطالبه شد. سازمان متولی نیز با ارائه برنامه‌ای، رویکرد کلی مدیریت منابع جنگلی خارج از شمال را معرفی کرد، بنابراین اگرچه از سال 1358 تا سال 1375 فعالیت‌های مختلفی در زمینه مدیریت جنگل‌های فراهیرکانی اعمال شد، اما جزئیات آن در نوشتار پیش‌رو در قالب بازه زمانی فوق بیان شده است. نتایج: از سال 1358 اجرای طرح‌های قرق و احیا فقط در دو استان فارس و خوزستان پیگیری شد. پس از سه سال وقفه، از سال 1362 دفتر فنی جنگل‌داری، تهیه طرح‌های جنگل‌داری را با افزودن بخش اجتماعی و اقتصادی به مطالعات و بررسی‌های طرح‌های پیشین در خارج از شمال از سر گرفت. نتیجه آن، اجرای 15 طرح در حوزه زاگرس، شش طرح در حوزه ایرانی- تورانی، یک طرح در حوزه خلیج و عمانی و دو طرح در حوزه ارسبارانی از سال 1362 تا 1374 بود. متأسفانه، هیچ‌یک از طرح‌ها به‌طور کامل اجرا نشدند و در عمل، موفقیت چندانی نداشتند. درخصوص تولید نهال و جنگل‌کاری در حوزه‌های رویشی فوق و در بازه زمانی مورد اشاره نیز آماری ارائه شده است که با واقعیت موجود همخوانی ندارد. همچنین، در منطقه خلیج و عمانی، 75/797 هکتار پارک جنگلی دست‌کاشت احداث شد و 2069 هکتار از توده‌های جنگلی منحصربه‌فرد به‌عنوان ذخیره‌گاه جنگلی شناسایی و مدیریت شد. از سال 1364 نیز تهیه طرح‌های مدل بهره‌برداری برای بهره‌برداری از محصولات غیرچوبی جنگل آغاز شد. صرف‌نظر از کاستی‌هایی که در طرح‌های مدل وجود داشت، همان ضابطه‌های حداقلی تعیین‌شده در طرح‌ها به‌وضوح رعایت نمی‌شد و تعهدات احیایی پیش‌بینی‌شده در طرح‌های مدون نیز اجرایی نمی‌شد. نتیجه‌گیری کلی: در جمع‌بندی عملکرد این بازه می‌توان گفت که دفترهای مربوطه کماکان آزمون و خطاهای گذشته را بدون هیچ هماهنگی و همکاری با یکدیگر و به‌طور کامل مستقل از هم پیگیری می‌کردند. | ||

| Background and objectives: Evaluating the management process of Extra-Hyrcanian Forests in Iran is crucial for identifying the strengths and weaknesses of these forests’ management. To achieve this goal, the first part of this article, published in volume 31 of the Iranian Journal of Forest and Poplar Research, outlined the management process of Extra-Hyrcanian Forests in five distinct periods. The first period spans from the initial organization to the establishment of the Forestry Company in 1949, a time characterized by minimal attention. The second period, from the establishment of the Forestry Company to the beginning of the 1960s, marked the inception of attention and the creation of the first organizations. The third period, from 1960 until 1972, saw the commencement of scientific management through the preparation of forestry plans. The fourth period, from 1961 until 1978, witnessed forestry restoration and the development of green space. The fifth period, from 1973 to 1978, focused on the protection and reclamation of forestry plans. The current article examines the management process of these forests from 1979 to 1996. Methodology: The information was compiled from various sources, including reports, implemented forestry plans, identification and semi-detailed studies, field observations, and over 30 years of experience in the Extra-Hyrcanian Forests. After the Islamic revolution until 1996, all types of management methods were tested in the Extra-Hyrcanian Forests without pathology. However, in 1996, a deadline plan was demanded from the organization managing these resources to address the challenge of forest mismanagement in the region. The custodian organization also introduced the general approach of managing Extra-Hyrcanian Forests by presenting a plan. Therefore, although various activities were applied in the management of Extra-Hyrcanian Forests from 1979 to 1996, the details are stated in the following text. Results: Since 1979, the implementation of protection and reclamation of forestry plans was pursued only in two provinces, Fars and Khuzestan. After a three-year hiatus, from 1983, the Forestry Technical Office resumed the preparation of forestry plans by adding a social and economic component to the studies and reviews of previous plans outside the north (Extra-Hyrcanian). This resulted in the implementation of 15 plans in the Zagros area, six plans in the Irano-Touranian area, one plan in the Gulf and Omani area, and two plans in the Arsbaran area from 1983 to 1995. Regrettably, none of the plans were fully implemented and did not achieve significant success in practice. Regarding the production of saplings and plantation in the aforementioned vegetation areas and during the mentioned time period, statistics have been presented that do not align with the existing reality. Also, in the Gulf and Omani region, 797.75 hectares of man-made forest parks were constructed, and 2069 hectares of unique forest stands were identified and managed as forest reserves. From 1985, the preparation of exploitation model plans for the exploitation of non-wood forest products began. Despite the shortcomings in the model plans, the minimum standards set in the plans were not clearly observed, and the rehabilitation obligations outlined in the written plans were not implemented. Conclusion: In summarizing the performance of this period, it can be stated that the relevant offices and authorities continued to follow up on past trials and errors without any coordination and cooperation with each other, operating completely independently. | ||
